About Margaret Anne Warner
OFSTED Inspector 1994 to 2005
Overseas Inspector 2005 to 2023
Margaret Warner qualified as an OFSTED Team Inspector in 1994 and as a Registered (Lead) Inspector in 1996. For ten years, she took part in 190 inspections across England, ranging from Northumberland to the Isle of Wight, and from Cornwall to the East Coast.
These inspections took place in a wide range of primary schools (ages 3 – 11), middle schools (ages 7 – 12), and secondary schools (ages 11 – 16). She also worked in special schools, schools with special units, and pupil referral units (PRU ages 15 – 16). Additionally, before becoming an inspector, Margaret had been a Headteacher for ten years in London and taught in a full range of schools.
As a Registered Inspector, she inspected Leadership and Management, led the teams and wrote up reports for more than 80 primary schools throughout England, whether inner-city or rural, very large or very small, high- or low-achieving. At the secondary level, she inspected the religious education departments in 33 different schools and supported the Registered Inspector with pre- and post-inspection writing.

Quality Teaching Inspections and Assessments
Our services range from school inspections to HLTA teaching assessments.
School Inspections
She has inspected all aspects of primary schools and specific aspects of secondary schools, such as ‘provision for the spiritual, moral, social, and cultural development of pupils’, ‘the quality of teaching’ and ‘the school’s partnership with parents and the community’. Margaret is also qualified to inspect Citizenship in secondary schools.
When Ofsted reduced the number inspectors on a team and the number of inspection days from four or five to one or two she decided to stop inspecting in the UK.
From 2005 to 2023, she inspected schools and colleges in the Middle East where these changes had not been made. She has worked both as a team and lead inspector. She has inspected 52 schools in the UAE, including Dubai, Abu Dhabi, and Sharjah. Additionally, she has led inspections and reviews of four schools and 16 colleges in the Kingdom of Saudi Arabia.

HLTA Assessments
HLTA Assessor 2006 - 2024
Furthermore, Margaret has been an Assessor for teaching assistants who want to upgrade to Higher Level Teaching Assistant (HLTA) status. This is often (though not always) the first step for a Learning Support Assistant (LSA) to becoming a teacher.
Since October 2006, Margaret has carried out 710 HLTA assessments for teaching assistants in state schools in the south of England. For much of this time, she travelled to the schools to complete assessments. More recently, these interviews have been carried out virtually using Zoom, with more than 220 online assessments completed to date. Margaret retired from being an Assessor at the end of the academic year 2024.
